Senator Grace Poe’s accomplishments for the 18th Congress thus far

With a renewed mandate after the 2019 Senatorial elections, Senator Grace Poe plunged back into legislative work in the 18th Congress with renewed fervor. Her main goal: to address the needs and concerns of not just the 22 million Filipinos who gave her their vote of confidence but the entire Filipino people.

As Chairperson of the Senate Committee on Public Services, Senator Poe resumed her push for a better and more comfortable public transportation experience for the average Filipino commuter. These bills include: the Motorcycle Taxis Act; the Commuter’s Welfare Act; the Sustainable Transportation Act; the Bicycle-Friendly Communities Act; the Sustainable Elevated Walkways Act as well as the franchise to build the Bulacan Airport.

But commuters are only one part of the transport equation. On the other side are the numerous public utility vehicle drivers and operators. Senator Grace Poe has filed the following bills with their welfare and service in mind: The Just and Humane PUV Modernization Act; and the Magna Carta for Tricycle Drivers and Operators.

In addition, Senator Grace Poe has filed the following bills with road safety as the primary consideration: The National Transportation Safety Board Act and the Road Safety and Comprehensive Drivers’ Education Act.

IMPROVING PUBLIC SERVICES

As the name suggests, the Committee on Public Services includes in its jurisdiction major utilities which are crucial to everyday life, such as water, electricity, and telecommunications.

In order to ensure a steady supply of water to the Filipino people, Senator Grace Poe pushed for the creation of the Water Regulatory Commission for the economic regulation of water utilities. This is augmented by the following innovative bills which seek to improve the utilization of water resources: promoting the recycling of greywater; the installation of rainwater runoffs; and the protection, conservation and rehabilitation of watersheds supporting the National Irrigation System.

In granting legislative franchises, Senator Grace Poe has adopted the “genuine capability for public service approach” in scrutinizing would-be and renewing franchisees. Under the Chairmanship of Senator Grace Poe, the Senate Committee on Public Services only grants a franchise after establishing that there is a public need for such a service and that the applicant has the means to adequately provide it. Each applicant goes through a gauntlet of government regulators in their respective industries, meticulously probing into each applicant’s compliance with rules and regulations and whether or not they were able to meet their deliverables to the public.

Furthermore, the Committee on Public Services utilized its mandate to grant legislative franchises to provide much-needed “ayuda” to counter the deleterious effects of the COVID-19 pandemic. Applicant telcos were made to commit to provide faster internet connectivity and also prioritize rolling out of infrastructure in unserved and underserved areas to bridge the digital divide in the country. Internet connectivity has never been more essential than today’s “new normal” wherein online transactions have boomed as Filipinos have retreated into the confines of their homes to avoid COVID-19. More importantly, Filipino schoolchildren and students are now adjusting to on-line learning. Senator Grace Poe even pushed for the meting out of fines and penalties to telcos that cannot deliver their respective advertised internet speed.

Another form of “ayuda” being ensured by the Public Services Committee is the vital role of broadcasting firms in cascading life-saving information and warnings to all our countrymen in times of disasters. In addition, the broadcasting sector is being tapped by our educators to allot airtime for learning programs for students and schoolchildren.

In an effort to pump prime the economy that took a huge hit from the pandemic, Senator Grace Poe’s Public Services Committee approved the franchise application of the proponent and developer of the Bulacan Airport. The proponent of said project will pour in a whopping Php 1.5 Trillion into the project, with Php 734 Billion of which will go into the construction of the airport alone. This is the biggest private investment that the country has seen thus far. 450,000 jobs are expected to be generated during the construction phase alone.

It is also expected that a million Filipinos will benefit from the undertaking in terms of potential business boom in and around the airport, which will further generate jobs and income. Hundreds of thousands of passengers will also be able to fly within and in and out of the country, thereby decongesting air and land traffic from Metro Manila as people will now have a viable alternative to going to NAIA. And the cherries on top of the cake: the Philippine government will not spend a single centavo on this project, revenue in excess of 12% rate of return will go to the coffers of the government, and the ownership and control over the Bulacan Airport will be turned over to the government after 50 years.

A BANKING SECTOR FOR THE PEOPLE

With her constant search for new challenges, Senator Grace Poe took upon the daunting task of chairing the Senate Committee on Banks, Financial Institutions and Currencies. Her primary goal: to promote financial inclusion and to strengthen the financial sector.

On the first aspect, Senator Poe filed a bill specifically for Financial Consumer Protection amidst the rising trend of online financial transactions and the myriad fraudulent schemes that had risen as well. Senator Poe likewise strives for better financial inclusion of Filipinos via the Bangko sa Baryo Act that enables banks to expand service delivery channels through cash agents to remote areas and barangays in the country. In addition, she conducted inquiries into rising ATM fees, online financial scams, degrading online money lending practices and the like.

She also filed a bill seeking the amendment of Bank Secrecy Laws so that the Bangko Sentral ng Pilipinas (BSP) may surgically examine bank accounts that are involved in crime, corruption, graft and other fraudulent schemes. Likewise, Senator Poe is also working for the amendment of the Anti-Money Laundering Act (AMLA) to improve the country’s efforts against money-laundering and terrorist financing for the country to remain sturdy international credit rating and reputation.

A CRISIS IS A TERRIBLE THING TO WASTE

It’s been said that the difference between mere politicians and statesmen is how they react to crisis. The former only talk while the latter act. In March 2020, the Philippines faced an unprecedented crisis- the COVID-19 pandemic, which wreaked havoc on the global and local economy. Senator Poe’s response was to contribute to the crafting of the Bayanihan law and its sequel. These two bills assisted the government in steering the country away from the brink of destruction.

Senator Poe did not only address the challenges of the present but also the future. She filed the visionary “Pandemic Preparedness and Response Act” with the express intention of learning from the shortcomings of the country’s response to pandemic. This bill seeks to create a Center for Disease Control to be a principal agency tasked with developing and applying communicable disease control and prevention initiatives.

A HEART FOR THE POOR

Beyond her committee bills and the crises of the present day, Senator Poe has filed numerous bills with the welfare of the marginalized and neglected sectors in mind, some of which are listed below:
 
  1. FARMERS AND FISHERFOLK. To support small farmers and fisherfolk, Senator Poe has proposed the provision of a fuel subsidy for municipal fisherfolk; the expansion of Philippine Crop Insurance for the fisheries, livestock and poultry sectors; and the creation of a Rural Agricultural and Fisheries Financing System Enhancement to spur rural development. She also continues to push for the promotion of agriculture among the Youth through the Tulong Kabataan sa Agrikultura Act.
  2. SENIOR CITIZENS. For the aging members of our population, she has pushed for a Universal Social Pension for economic support after retirement. In addition, she has advocated for creation of a Geriatric Center Research and Training Institute for their specific health concerns.
  3. THE FILIPINO YOUTH. recognizing that the youth are the leaders of tomorrow, Senator Grace Poe has filed numerous bills seeking to improve the education system. This includes: The Public School and SUC Modernization Act; regulating class size in public schools to maintain a fruitful teacher-to-student ratio; institutionalizing the “Abot AlamProgram to provide alternative pathways for out of school youth.

A GOVERNMENT BY AND FOR THE PEOPLE

Last but not the least, Senator Poe has filed bills which seek to improve government services for the entire Filipino populace. These include:

  1. TRANSPARENCY AND ACCOUNTABILITY. Senator Poe continues to be the primary advocate for the Freedom of Information (FOI) bill. She has also pushed for a bill which will prohibit public officials from sharing false or misleading information.
  2. GOVERNANCE IN THE INFORMATION AGE. Senator Grace Poe has pushed for the creation of regional ICT Centers to make science and technology ready and accessible to the countryside. She also advocates for actualization of its “E-Government Master Plan” geared towards the delivery of government services and transactions online.
  3. BRINGING SERVICES TO THE COUNTRYSIDE. Senator Poe has filed several bills which seek to address the widening gap in government services between the major cities and the countryside. She co-authored the Doktor Para sa Bayan program, which will institutionalize a return service program so that more health workers will be available in poor rural communities. A similar bill, the Abogado Para sa Bayan Bill, seeks to provide free legal services to the people by creating a similar return service program for aspiring and idealistic lawyers. Finally, the “Adopt a Librarybill seeks to construct more public libraries with the assistance of the private sector.

THE LEGISLATIVE MILL SHALL CONTINUE TO GRIND VIA CONTINUED HIGH OCTANE PUBLIC SERVICE AS ITS FUEL

Serbisyo publikong tutugon sa panawagan at pangangailangan ng bawat Pilipino, alay ni Grace Poe. As it should be, Senator Grace Poe will remain true to her mandate as she nears the halfway point of her second term as a Senator – a true representative of the Filipino people in the Senate of the Philippines. Her Senate Committees on Public Services and Banks, Financial Institutions and Currencies will continue to bring into fruition proposed legislative measures that are efficient and effective in addressing the needs and concerns of the Filipino people, and whatever curve balls may be thrown at our way by calamities, disasters and emergencies, man-made or otherwise. To complement and support Senator Grace Poe’s legislative duties, her team of volunteers and staff members will always be ready, in their own simple ways, to render help and assistance to our countrymen in times of crises and emergencies.
